Dear Mr. Landlord
I understand that in order to keep the rent at a reasonable rate you must wait as long as possible to turn the heat on for the building. I get it, I do. Currently it is 47 degrees outside and 52 degree inside of my apartment. The low tonight is 36 degrees. I really do NOT want to wake up to an apartment that is 40 degrees tomorrow morning.
Turning the heat on would be really really nice.
Just sayin.

Brrrrr! I got cold just reading this.
I cut the heat on at work today for the first time. I'm always the coldest one in the building. Manly, I know.
